Is This Legal?

I see such things all the time in countries like Lebanon, Syria, and Egypt. Laws there are not as strict as they are in Kuwait. But I saw this yesterday in downtown Kuwait and wondered if it is considered illegal or not. (just in case, I'm referring to those rubber hoses sticking out of the back window)

    No clue what they would exactly do, but they dont give tickets to people carrying their kids up front.. there are a lot of laws which are for people's safety that they dont apply let alone speeding.. what about cars that should move to the side when they breakdown or have an accident.. They just stay in the middle and keep traffic from flowing! Its annoying as hell!

    In the states you get a ticket if you impede traffic and your car is movable!

    sesiously, plus they let many get away with stuff just cos of connections and gender.

About Me: In brief, I graduated from LAU in Lebanon with a double major in Busines Computer and Banking & Finance. Worked in many pubs and night clubs as a DJ, PR, and Security Comptroller. Now I'm in Kuwait.... been here since September 2005. Im working two jobs, one in the morning and the other in the afternoon, and a third project is on the way, which will be a great hit if it works out and i sleep max 5 hours a day. Its a chilled life, mostly work, and occasional outings. In Kuwait, I use my brain cells, then go to Lebanon and burn them:D But one fact remains unchanged and will always be.... I MISS LEBANON!!!!!
